HPHO CLINICAL INTEGRATION FORUM, FEBRUARY 26, 2010
The HPHO sponsored its first Clinical Integration Forum which was attended by some 48 physicians and Hartford Hospital senior management leaders as well as community PHO members.
The Forum consisted of welcoming remarks by Art Fitzgerald, Executive Director of the HPHO followed by Jim Cardon, MD, President, Hartford Physicians Association (HPA), the Independent Physician Association portion of the HPHO, who provided commentary on the HPHO’s Clinical Integration Vision.
Stacy Nerenstone, MD, President, HPHO outlined the current and in-process Clinical Integration efforts being conducted by the HPHO through its web-based Disease Registry.
Three case studies were presented to the participants. The Greater Rochester IPA (GRIPA), Rochester, NY, the Northeast PHO (NEPHO), Beverly, MA and Waukesha Elmbrook Health Care (WEHC), Waukesha, WI. Each of these organizations recognized the necessity of moving forward in compliance with Federal Trade Commission (FTC), regulations regarding group contracting and the FTC’s requirement of integrating clinical practice. Each of these groups overcame local challenges. Despite lack of electronic medical records or data repositories, no formal committee structures, and no off-the-shelf protocols these organizations have developed effective methodologies that have accomplished integration of their membership. In the case of GRIPA, they sought an FTC opinion of their model prior to its development, largely because, in 1995, the clarity of the FTC’s basic philosophy was untested. The NEPHO received a Microsoft award for using technology to improve quality practice. WEHC has achieved local interest from two local hospital systems that now wish to partner with their IPA to formulate an Accountable Care Organization (ACO).

These Case Study accomplishments can happen here in Hartford. And, the HPHO is positioned to achieve or surpass these very same advancements in practice to the betterment of hundreds of thousands of Connecticut residents served by the HPHO.

Clinical Integration is a necessary evolution of quality practice management and the Hartford Physician Hospital Organization (HPHO) is leading efforts to bring that practice model to Hartford Hospital and the HPHO’s member physicians.
